Meet Shep 01
A neighbor.
Not a career politician.
Shep grew up in Dundalk and is the third generation of his family to call this community home. In 2020, he bought the childhood home where he was raised.
His grandfathers retired from Western Electric and Bethlehem Steel. His father built a career moving cargo through Maryland, while his mother spent more than 35 years serving veterans at the Department of Veterans Affairs. His parents taught him that community service means showing up and doing the work.
A Frostburg State University graduate, Shep has spent more than a decade as a small-business owner and court-services professional, including managing public-housing rent-court dockets. He has also served as an HOA board member and worked as a licensed lead-paint inspector.
His service includes volunteering at the Heritage Fair, serving on the Frostburg Alumni Association Board, supporting Special Olympics Maryland and a special-education scholarship, and helping manage stray and feral cat populations through rescue and trap-neuter-return efforts. He’ll work with anyone who brings a good idea to the table—no party permission required.

Volunteer-to-Career Firefighter Credit
Create a statewide credit program that recognizes volunteer service and helps experienced volunteer firefighters move into career departments.
Modernize Maryland's rent court system
Improve efficiency, establish standards for rent-court agents, restore appeal rights, and restore the balance between tenant and landlord rights.
Keep Fort Howard historic
Honor Fort Howard's history and our veterans. No expansion without meaningful community input and a plan that respects the people who live there.
Expand hunting and fishing
Increase recreational hunting and fishing opportunities across Maryland and strengthen education about their importance to conservation, wildlife management, and our outdoor heritage.
End taxpayer-funded party primaries
Political parties should pay for their own closed primaries. Taxpayers should not be forced to fund elections that exclude independent and unaffiliated voters.
